The government would turn for various reasons, the biggest of which would be to maintain or expand power, obviously we're speaking hypothetically, but nonetheless if a government is trying to maintain power in this scenario I don't think they would discriminate on what tactics they use. Additionally I don't believe enough Americans have it in themselves to fight like that the vast majority of us are fat, lazy, and otherwise unfit to do so. Most wouldn't even see the need to do so and are likely to volunteer their selves to the other side just for the chance to live a “better” life that actually seems achievable. But to answer your question more directly. Why do I think the government will turn against us? It's because they don't care about us, they never have and they never will. every politician gets corrupted and of they refuse the corruption they get removed replaced or ostracized out of the public eye
